That combination is the interesting part. Mojang went to the trouble of rendering the Special Cape properly, then declined to say what it is called or how anyone earns it.
What Mojang Actually Said
The entire entry, paraphrased barely at all: a cape shrouded in secrets, so dashing it turns the wearer into a walking banner of triumph and spectacle. So rare and unknown, the article says, that the author had to freestyle something to fill the space — and wonders aloud whether the effort might earn him a special cape of his own.

A clue is not an announcement. Mojang has said nothing about how this cape is obtained, and the paragraph above is inference from an art style — worth exactly what that is worth.
What Not to Believe
Nobody can sell you one. There is no distribution mechanism, so there is nothing to sell. Note the contrast with its sibling: the Corrupted Creeper Cape does have real printed codes in circulation from the Gamescom handout. This one has nothing at all, so any listing for it is selling an idea.
Reasonable Expectations
Mojang's recent pattern for capes with a "stay tuned" attached is a watch-to-earn or event drop, not a purchase. The Builder Cape came via a Twitch and TikTok drop; the Crafter Cape required convention attendance; the Corrupted Creeper Cape is being handed out at promotional events.
The Special Cape's framing — secret, rare, deliberately withheld — reads more like the tail end of a launch campaign than a purchase tier. But that is pattern-matching, not information, and it is exactly the kind of reasoning that gets repeated until it is mistaken for a source.
